Electronic devices can be used on board, but there are restrictions on the use of electronic (electrical) devices on board, including the use while on the ground.

Bluetooth connections between devices on board the aircraft (e.g., PC and wireless mouse, digital audio equipment and wireless headphones) can be used at any time, as long as the wireless connection is not "outside the aircraft".
